Context (in reference to the Israelites led to freedom by Moses):
Heb. 3:17: "But with whom was he grieved forty years? was it not with them that had sinned, whose carcases fell in the wilderness?"
V. 18: "And to whom sware he that they should not enter into his rest, but to them that believed not?"
V. 19: "So we see that they could not enter in because of unbelief."
You must believe in GOD. You have to trust HIM—that HE knows what HE's doing, and that HE does what HE says HE'll do. The children of Israel didn't believe that GOD would lead them to the promise land. And because of their *UNBELIEF*, the promise land wasn't handed to them. They instead died in the wilderness (Heb. 3:17: "…whose carcases fell in the wilderness…").
GOD is a GOD of faith. In the Gospels, JESUS was moved by people's faith. After HE'd heal someone, HE'd say, "Thy faith hast made thee whole." If we are a faithless people, we are not HIS people. GOD's people are people of faith.
Heb. 11:1: "Now faith is the substance of things hoped for, the evidence of things not seen."
V. 6: "But without faith it is impossible to please him: for he that cometh to God must believe that he is, and that he is a rewarder of them that diligently seek him."
"…Without faith it is impossible to please him: for he that cometh to God must believe…"
